A line of vehicles traversing a freshly paved stretch of Wainuiomata Road as it climbs up Wainuiomata Hill. The Hutt County Council forced drivers to help settle the aggregate in the fresh coating by closing off two lanes, compelling all traffic to traverse the £5000 surface at a sluggish 5 mph crawl.
