Memorandum for the Town Clerk

I have been informed that the £240 paid to the Messrs. Sinclair was voted by the City Council in respect of the 30 acres taken for the reservoir, and that no part of that amount was treated either by the Council or by the Messrs. Sinclair as payment for land taken for the pipe track. That, in point of fact, the Council had, after some correspondence with the Messrs. Sinclair, agreed to give them £6 an acre in lieu of the £5 which the Council had previously offered. I am also informed that the Council relied upon a pre-existing arrangement with the Messrs. Sinclair in relation to the land taken for the pipe track, and that this last mentioned arrangement was the actual consideration upon which the Council claimed a release of the pipe track. I should feel obliged if you would inform me whether these statements have any foundation, and, if so, the extent to which they are correct.
